It went on, however, to develop into a principle, that of the ‘selection and deployment of cadres’, and this selection and deployment of the personnel who, in Stalin’s words,'are the decisive factor'was placed in the hands of a section of the party's apparatus at its various levels. These sections had, and still have, a list of posts which they are competent to fiil-known as the nomenklatura. The list includes a good number of posts which are nominally elective, such as that of chairman of a soviet’s executive committee. And indeed the party’s placement role extends well into the electoral area, since it includes approval of the single name to go on a ballot paper, and also the appointment of the electoral commissions which oversee the electoral process. There are recent signs that this situation is changing, and that the party’s nominee is no longer always accepted at nomination meetings at local level, and also that these nomination meetings are livelier affairs than in past. But two things remain undeniably true: the selection and deployment of cadres still eclipses election in the process of elite recruitment; and, looking at it from the other end, elections in Soviet Union still have no effect on the question of who shall govern the nation, or on what policies the government should adopt. They confirm people in office, and they serve as a demonstration of approval of policies already adopted.
The CPSU makes no bones about its role in supervising the electoral process. ‘Study by the party of the working and political qualities of candidates,’ writes Shabanov, ‘is a specific guarantee against any kind of accidents which might take place were the candidates to be nominated spontaneously’; according to Lashin:
It is a secret to no one that our communist party reallyaccomplishes political leadership of campaigns for elections to the soviets, defines their tasks, takes trouble over the election to the organs popular power of worthy representatives of the working class, the peasantry, and the intelligentsia. [The party]sees this as its obligation, and the concrete expression and manifestation of its leading and directing role in the system of socialist democracy.
