2007年真题我求助两道题，这2题怎么想也没想明白哟。

11.[A] allowed[B] preached[C] granted[D] funded
这道题意思是说the only one的one指代religion，句子是说“唯一的被西班牙皇室认可的宗教”，那么[C] granted“承认，认可”应该是最符合语境的呀，但是[A] allowed“允许”似乎也是可以讲得通的，“唯一的被西班牙皇室允许的宗教”，那么到底是选A还是选D呢？为什么？

我觉得[A]选项没什么错呀，请看原文第二段最后两句话，先是说 safety net 可以帮助人们解脱困境，接下来一个"But today"一个转折，即是说safety net不再存在了呀。为什么不选A呢？
