Not only is educates fairness a general and theoretical problem, but also a social and practical problem.

前半句educates是动词，此处应用名次education，后半句应使用not only....but also或者至少有but，also可以省略。分号后面的句子直接用第二个not only....but also并列句语法没有问题但是显得过于生硬，所以加上it is显得比较衔接。Not only is educates fairness a general and theoretical problem, but also a social and practical problem.
