答案选择B 可我不明白，怎么翻译呢？为什么选它呀？其他的怎么不行呢？

因为后面跟的是一个从句,they still haven't answered the telegram是补充说明前面的matter所以要用thatA C D 选项句意不对而且D 答案的however后面要跟逗号

因为是定语从句。没有为什么，同样的问题，我问了老师，老师也是这么说的。
