为啥是will be

a note to the receiver of goods from the sender that gives details of the quantity and description of goods and when and how they will be transported?
为什么最后句不直接用when and how they will transported?
还是不太明白，主语是they啊，不是指sender吗

因为是被动句啊，物品本身不能自己运送自己啊，只能是被运送，所以用will be
