Where is the library与Where the library is有什么区别

前者可单独成句，后者是句子中的一部分可像一个代名词一样使用（图书馆在哪），如he ask it,heknow it，it在这里就可以代替Where the library is。就是：他问图书馆在哪，他知道图书馆在哪！

Where is the library？是个疑问句。Where the library is 是宾语从句的从句部分，不是一个完整句子。He asked me where the library is.

前者是一个完整的句子后者应该是从句的一部分 或者是从句
