如果楼上说'it' 指代 "by rigorously enforcing state regulations", 那是不正确的.这里的'it'指代主语 'the agency', 即: the agency reports that by .... , the agency has succeeded in reducing ...这里考的语法点有点像所谓的 Dangling Modifier, 即从句的主语和主句的主语要一致.原句里主语是 'the agency', 按照原样的话, 从句的主语是 'industrial pollution'.为了保持主语一致, 更好的方法是用'the agency' 做主语, 所以是 (E).

这是SAT里最典型的逻辑主语问题。A选项中的industrial pollution 和B选项中的acceptable levels 不能发出从句中engorcing state regulation的动作。C和D中的they没有指代对象，排除。只剩下E，it指代agency，而且agemcy可以发出从句中engorcing state regulation
