the famous clock which can be heard all over the world on the BBC. 这句中的CAN BE 是被动语态还是表示可能、推测？ 为什么BE不用过去式？

被动语态啊，被动语态be+done格式，普通句子：the food is eaten.加情态动词can，be动词用原形，the food can be eaten.就是这样。
