too做为副词用法特殊，修饰形容词时，只能直接跟在 be 动词后面，如：it is too cold.而没有 It is a too cold night. 只能说 the night is too cold.而rather没有这种特殊用法，做副词的时候，只要放在形容词前面就可以了。所以应该填rather 表示相当It is a rather difficult question. 这是个相当难的问题。
