为什么是inform 而不是informs, the tour guide 不属于第三人称吗？

we desire that the tour guide (should)inform us immediately of any change in plans这句话里面省略了should，desire that 。。。。表示是要求某人做。。。后面从句为虚拟语气。此类用法的词还有command，urge，request，等等
