C这是虚拟语气，是对过去的虚拟，因此主句用would+现在完成时，从句用过去完成时。had he not had a flat tire又作if he had not had a flat tire。 全句可译：如果轮胎没有爆胎的话，乔治肯定参加诉讼了。
