问题描述：Provide your license server administrator with the followingCannot connect to license server system.
The license server manger (lmgrd) has not been started yet,
The wwrong port@host or license file is being used, or the port or hostname in the license file has been changed.

哦，针对你这个问题，主要是ArcGis里面的服务未启动，要想启动服务，就得导入证书（license.lic）和lmgrd.exe两个文件…………方法： 1、启动license manager-->license manager tools
2、选取Configuration using Services（第二项），里面有个ArcGis License manager 点击即可 3、点击后，横列选取最后一项，configure Services
4、就会出现如图所示的界面：
