1. help (to) do sth省略了to2. from......to...... among the highest in the nation在这里是可以的，它表达的意思相当于一个名词短语

1.help do sth习惯用法，中间一般省略to2是raise to, among the highest in the nation 是状语还有如 Mary came to me from behind the tree.从树后走来
