Many of the impediments in the way of widespread use of electronic bills of lading are technical or commercial rather than legal. Even if the parties involved in the underlying transaction have the technical capability to use electronic bill of ladings, they or their insurers(for example, customs regulations) may require the production of a paper bill. Similarly there may be commercial reluctance to integrate within general paper-based finance and insurance arrangements specific transactions which are paperless.
