交通运输证管理的目的是执行国家道路运输法律和方针政策，通过行业管理，保护合法经营，保障货主和旅客的正当权益，促进道路运输事业的发展，实现货畅其流，人便于行，建立开放、竞争、有序的道路运输市场，促进道路运输业的健康发展。要实现运政管理手段的现代化，就是要充分利用现代科学技术，特别是利用信息处理技术、通信技术、控制技术、计算机网络技术、人工智能技术（AI）来进行交通运输证管理，使交通运输管理信息化、数字化、智能化、系统化、集成化、一体化。
本设计的是道路运输证管理系统，通过了解道路运输证管理的需要，利用面向对象的开发方法设计并实现了道路运输证的管理系统。本文介绍了道路运输证管理系统的使用，如何实现道路运输证的微机化管理，以及收费票据的打印输出，如何规范运输系统的管理，简化查询及统计过程，怎么提高工作效率以及系统的备份与维护等内容，论文最后对运输证管理系统进行了性能维护和评价，达到了预期效果。
在系统分析、设计、实现各阶段使用了各种辅助开发工具以提高开发效率，包括分析、实现系统使用的Visual Foxpro数据库开发工具等。
