伴随着知识经济的到来和我国加入WTO后服务业竞争的加剧，传统饭店业的组织和功能、管理理念、经营哲学、服务手段都受到了全面挑战，正在发生重大的变革。在新世纪里，加快人力资源的开发，将成为饭店适应竞争、迎接挑战的主要途径。文章在对彭老太酒楼人力资源开发进行的资料收集、整理的基础上，发现了彭老太酒楼人力资源开发的各项工作相互脱节、激励机制不健全、人才引用方式单一、培训体系不完善等问题，并且从现实的角度，结合所学的理论与彭老太酒楼的实际情况，就酒楼在人力资源开发上所出现的问题提出了相应的改进策略，如完善人力资源开发的实施、建立人力资源开发的激励机制、自我培养和开放引进人才相结合、加强培训，来弥补酒楼在人力资源开发方面的不足，进而提高彭老太酒楼的综合竞争力。
