problem about install chinese input method in my debian linux

when i reach this step,i can't build a file in Xsession.d ,even i'm root,why? how should i do ?
输入法配置

在/etc/X11/Xsession.d目录下添加 95xinput文件，内容为：

scim -d

XMODIFIERS="@im=SCIM"

export XMODIFIERS

export GTK_IM_MODULE=scim
