英语用法问题

4000 members，of whom 40% are technical personnel
和4000 members，of whom the technical personnel account for 40%
哪种用法对，whom后是不是一定要跟表示数量的词。
请指教第二句如何改写更地道一些，要保留account for 40%

这两个句子都对，呵呵。不一定要跟表示数量的词。在句子里面作宾语就用whom。The girl student whom i saw in the street is very beautiful....

都可以其实第二句用非限定性定语从句有点拗口个人建议：4000members ,with technical personnel accounting for 40%...

第一种啊~~第二句语法整个错误~~第一句是定语从句~~whom指代的是4000members~~也就是40% of 4000 members are technical personnel...
