Despite the directives, there was no additional plan produced, nor land set-aside for allocation to private investors, in villages in Kilimanjaro region. Neither were there effective attempts to implement the two land-use plans submitted for approval in August, in 1990. Being disturbed, this time, by the lack of implementation of plans, the Director for Settlement Development issued a circular to all regional town-planning o$ces, including the Kilimanjaro office.
