Another serious and growing environmental issue in suburban Shanghai is the lack of
adequate solid waste management services to handle the rapidly expanding volume of
domestic, construction and industrial solid wastes in key Corridors and Clusters.
There are reportedly over 219 unlicensed dum p sites in Shanghai’s Outer Core and
suburban areas, leachin g into su rface a nd g roundwater sources, co nsuming (and
polluting) land, and causing local air pollution.These small, unregulated dump sites
handle almost one-third of the MR’s total solid waste.
While air quality standards are largely being m et in suburban Shanghai, suburban
growth pressures – and the government’s st rong commitment to reducing densities in
the core area – could lead to a significant increase in vehicular ownership, particularly
if there is a lag in developm ent of commuter rail services to suburban Corridors and
Clusters.S ince this could exacerbate local air pollution problems, SMG should now
incorporate suburban areas into its air quality management framework.
