The scope of works would include, but not be limited to, the following activities, which will be carried out over a period of not less than 24 months:Development of an information management framework suitable for urban infrastructure planning and construction managementEstablishment of technical standards, criteria and management protocols relevant to a Geography Information System (GIS) - based applications for an information management system for urban infrastructure planning and construction management, including adequate redundancyDesign of the Urban Management Information System, including a Decision Support System (DSS), Unaccounted for Water Information System (WWIS) and Solid Waste Information System (SWIS)Identification of equipment requirements for hardware, software and network: Preparation of technical specifications, identification of data procurement needs for system operation, assistance to prepare bid documents and bid evaluation, including preparation of a procurement plan, conforming to World Bank procurement guidelinesOversight of equipment installation, carried out by a separate equipment supplier: commissioning and system integration to ensure the operation of each application sub-systemSelection of a test area for physical application, and testing to optimize operations, including any necessary de-buggingDevelopment of a training program, and provision of training to operating staff for the various disciplines, to cover each stage of system construction, and operation and maintenance of the systemA consultant will be selected in accordance with the procedures set out in the World Bank？ Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999 and May 2002).The Chongqing Construction Commission Information Center now invites eligible consultants to express their interest in providing these services. Interested firms must submit information to demonstrate that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.), and have a team of qualified and experienced professionals, which may include national and international experts, having past experience and expertise to carry out the required services. Consultants are encouraged to associate with each other and with national firms to enhance their qualifications.Interested consulting firms may obtain further information at the address below, between 1000 and 1600 hours for the next six weeks (beginning 13 March 2003).Expressions of Interest must be delivered to the Chongqing Construction Commission Information Center at the address below no later than 1200 hours (Beijing time) on 25 April 2003.
