不可以，只有whether能与or not 连用虽然whether和if都有“是否”的意思，一般可以互相转换，但是下列情况下，不能互换！①whether引导主语从句并在句首时【例】Whether he will come is not clear(是否他要来还不清楚）②引导表语从句时③whether从句做介词宾语④从句后有or not

不用加but,加了反而就错了!你读读看下面的句子.evenifwedoitwithoutpay,itisanimportantstart.要读出感觉来...这中间已经有but!的意思了!.我们老是拿中文语句来和英文比较会造成不必要的错误啊.
