答案应该是a，用tnsping可以检验是否可以解析一个Service Name，而非检验一个Oracle Names Server是否正在运行。

我想，当用oracle names server 做解析时，只有当oracle names server up and runing availiable 时tnsping才能ping到指定的server name ,而ping只能得知nt机器的网络没有问题，但此时，oralce names server 完全可以没有启动吗？

You can use PING command from NameCtl Utility to verify whether a Names Server is running or down.
