You don't need to pay anything here.
Go to ERP section - and make a search.I remember there are some detail steps over there.
I remember that before you start to install 11i on windows, you have to pre-install 3 run time environment.search ERP section first - if you cannot get anything helpful, just let me know.

It looks like you are working on SAP, and I am working on Peoplesoft Environment.
