1. Remove the duplicate entry in $OH/Apache/Apache/conf/oracle_apache.conf
2. Restart the httpd server listener.

这个错误的一个原因是oracle_apache.conf 中有重复的“include "g:\o9i\oo\sqlplus\admin\isqlplus.conf"”。
现在没有重复的话，你再这样试试：
停止Windows 中的Oracle HTTP Server 服务，并设这个服务为手工启动，然后再在命令行下执行 $ORACLE_HOME/Apache/Apache/apache -k start 来启动服务试试。
