求救关于国际化问题

struts中实现了国际化，会根据不同的资源文件去显示不同的文字。
但具体这个是怎么实现的，谁能告诉一下？
也就是说当浏览器设置的是中文的时候，struts是怎样调用后缀带zh的资源文件的？

I don't know how it do in Struts, but you can get the region from the http head file. then you can use
