Location: Shanghai, China
Responsibilities:

Be responsible for providing guidance and direction to the Network Operations Center on day-to-day activities regarding monitoring the application services, network, capacity and performance and problem identification and coordination.
Be responsible for scheduling, managing employee performance, reporting on key target metrics, employee performance feedback and employee development.
Ensure the NOC staff manages the production environment in accordance with the identified policies and procedures
Identify and develop procedures to help streamline processes within the NOC.
Provide technical guidance and assistance as required for problem resolution and execution of production jobs and tasks.
Maintain work schedules that ensure 24x7x365 NOC coverage.
Establish procedures and measures to ensure that problems are resolved within identified resolution targets.
Establish interfaces with other Operations groups, Engineering and other internal groups as necessary to ensure the timely and efficient resolution of problems and proper turnover of Tier 1 and 2 activities to the NOC systems administrators.
Ensure NOC staffs are trained to allow them to perform at acceptable levels
Consistently communicate and participate with other Operations groups such as Production Control and Systems Engineering and customer service in projects and initiatives necessary to maintain production availability and reliability.
Define requirements for network management systems and related management tools.
Create agreed development plans for each NOC employee.
Provide informal performance feedback and annual formal performance appraisals for each NOC employee.
Interview candidates for NOC positions and make hiring recommendations.
Requirements:
Bachelor's degree in Computer Science or related field
Three to five years experience in operations management
Proven experience running a 24x7x365 mission critical operations center
Experience using network management systems, e.g. HP Openview, Netcool, BMC, etc.
Experience with call center technology and reporting
In depth understanding of data communications protocols and networks
Good leadership skills.
Excellent oral and written communication skills
Strong knowledge of TCP/IP
Experience with SNMP and network management system configuration and reporting
Experience using Microsoft Office products and creating detailed trend reports
Creative problem solving skills
Good understanding of NT and UNIX system internals
Experience with all facets of LAN/WAN technologies, including FDDI, Ethernet, Layer 4 Switching, transmission, routers, etc.
In depth knowledge of the Internet
Must be self-motivated with strong sense of ownership
Excellent written and verbal communications skills
Strong interpersonal and problem solving skills
English and Mandarin fluency
May be required to travel.
