Position Purpose
To provide IT solutions to a sino-foreign equity joint venture company (JVC) established by Australia Post and China Post.
Section 2
Responsibilities and Dimensions of Position
Major Responsibilities
?
Develop a Strategic IT plan for the company
?
Implement the Strategic IT plan for the company
?
Overall responsibility for IT Management at the JV Company
?
Develop and implement an IT operation
?
Develop and implement optimal IT operating procedures
?
Develop IT input into JV’s plans
?
Communication with customers
?
Co-ordinate technical and business requirements by understanding customer requirements
?
Responsible for negotiating with IT suppliers
?
New client implementation, testing and maintenance on Logistics IT Systems
?
Organise IT technical files
?
Office Automation system development
?
Participate in tender responses and IT solution design requirements
Dimensions of the Position
?
The Information Technology Manager will be responsible for aspects of IT within the JV Company
?
Accountable for the delivery of cost effective IT solutions that meet the ongoing needs of the JV Company and its customers
?
Accountable for the ongoing evolution of the overall IT system – software, hardware, communications and data management.
Section 3
Organizational setting
The IT Manager shall report directly to the General Manager.
The occupant of this position will be required to establish and maintain effective working relationships with key areas of the JV Company, customers, external suppliers, related industry groups and government authorities.

Performance Expectation and KPIs
Performance Expectation
The IT Manager’s position is a management position at the JV and as such it is expected that the appointee will perform at a consistently high level consistent with the demands of establishing and operating an international joint venture company.
Key Performance Indicators
The actual key performance indicators and the performance bonus will be determined by the General Manager.

Knowledge, Skills and Experience Requirements

Bachelor’s degree in IT or a related discipline
?
Work experience of more than 5 years in IT in a medium to large logistics joint venture
?
Knowledge of IT systems management
?
Excellent computer skills
?
Strong planning and development skills
?
Experience in dealing with IT suppliers
?
Strong communication and negotiation skills
?
Ability to assist business development team with customer proposals
?
Knowledge about logistics specific technologies – Radio frequency scanning, bar codes, RFID, transport manage systems, warehouse management systems etc
?
Familiar with eCommerce
?
Knowledge about the developing trends with IT in the logistics industry
?
Strong project management skills
?
Ability to think, analyse and solve problems
?
Fluent in Mandarin and English

Tenure
A probationary period of three months will apply to this appointment.
This is a term appointment for 2 years and may be extended subject to satisfactory performance and agreement between the parties.

Special Requirements
Given this position will work within a team there will be the need to work extended hours including weekends and nights.There may be the need to travel as part of the duties of IT Manager.

Salary Package and Benefits
The salary package for this position will be competitive with the industry in Shanghai.
The actual salary and benefits package will be determined and approved by the General Manager.
