symptom: Invoice Locked when Server was down
symptom: Manual reversal or deletion of the distribution lines not allowed
symptom: Distribution Total amount appears on invoice form, but status is
cancelled.
cause: Invoice was cancelled and matched at the same time by two different
users.
The cause of this issue isBug 1108399 for rel 11
and Bug 1690555 for rel 11i
fix:

@It's very important to verify that the invoice amount won'tbe subtracted
twice @from the po qty billed because of the two cancels.
