cutCheckCmdLineflag() is defined in cutil32.lib or cutil32D.lib, and your error indicated that you did not pass cutil32.lib to your compilation command line.
ie,
nvcc.exe (for cuda programming) xxxx.c cutil32.lib
but your INCLUDE and LIB environment must be setup to the path as well.
