答1：不能。“One of the girls standing over there“ 中，One of the girls 为主语， standing over there 为现在分词做后置定语，表示正在发生。
现在分词做后置定语为：名词+being 。答2：Work on the new school will be completed next year.
Work on the new school——主语
will be completed——谓语
next year——时间状语...

问1解答：不能看整个句子的结构，后面有be动词。所以is前面都是作主语，而standing over there是修饰girl的作为定语问2解答主语work on the new school 谓语动词will be complete时间状语next year...
