There are many factors that restrict the emigration of spare labor force from the countryside. For example, the long exited traditional duality structure of towns, urbanization process lag behind industrialisaiton，the poor education background of the labor force. Therefore, we can realize of goal of transferring spare labor force from the countryside by town developing, improving the education quality of countryside people and enhancing the human resources level.
