c在大多数公园里,没有让人们可以坐下来休息的草地/that引导的是grass的定语从句.不能用其他的.语意不通.

A ...people can sit(to have a rest作状语表目的)后面加的是坐的地方所以用where

where=on which. 原句应该是people can sit on the grass to have a rest

A先行词是grass,如果连接代词在从句中充当sit的宾语，应该是sit on____ ，这是可用which或that,可是句中没有on,所以排除b,c.
