我不认为Below is 是一个正确的表达，因为below 是个介词，在此怎么能用作主语，按照介宾结构的来说就变成：Below being the auditing guideline which I checked ,但是这显然不符合作者的意思（如果我理解文意错误了，那这样的表达才是对的），Below 表示方向，而不是顺序。所以认为应该是：the flowing is the auditing guideline which I checked 。the flowing 表示随后，接下来之意，不知道我理解错误了没有？
