They have been talking_____ (谈论)about the fail many times since they saw it。have 后必须有一个been不然不可能为 talking 这是高中现在完成进行时的典型用法。表示从他们看见开始一直都在持续的动作。呵呵希望有所帮助

Two obvious recognizable grammatical mistakes occur in the sentence which can be easily fixed by changing the tense. First of all, there is no such thing as "someone HAS TALKING about something" in which the progressive tense is messed up with the perfect tense. I'd like to say that "someone has talked about something" would have made much more sense. Also, the sentence can be read more smoothly if the word "fail" replaced by its nonce form "failure". Hope that would help.
