Two obvious recognizable grammatical mistakes occur in the sentence which can be easily fixed by changing the tense. First of all, there is no such thing as "someone HAS TALKING about something" in which the progressive tense is messed up with the perfect tense. I'd like to say that "someone has talked about something" would have made much more sense. Also, the sentence can be read more smoothly if the word "fail" replaced by its nonce form "failure".
