instead of 是对的。这句话里有这么个意思：很多人认为孩子该受责备，但应该是父母受责备。所以父母和孩子的关系是instead，就是替代的关系，“不是XX而是XX”。而rather than有“宁可选择其一而不要其二”的意思，不大恰当了另外i，看你的中文，这样写更好：it is the parents that should be blamed, not the children....
